Communiqué is a development tool and administrative environment for creating and delivering Content Applications. As a result, this accessibility assessment for Detail Product Accessibility is divided into two relevant sections:
- The Communiqué Content Management System Administration and Development Environment referred to as “the Communiqué Content Management System” or the “Communiqué CMS”
- Content Applications created and deployed with Communiqué referred to as “the Content Applications”

The WC3.ORG sponsors the Web Accessability Initiative. WAI may become the defacto usability requirement in Europe in the same manner that US Section 508 is a requirement in the US. US Section 508 is based on some of the original WAI proposals, and newer versions of WAI share considerable overlap with US Section 508.
