The Java Community Process (JCP) is an open organization of active industry members and the non-member public that is responsible for the development of Java technology. This organization guides the development and approval of Java technical specifications. The JCP is guided by an Executive Committee of members who have been elected by the community (Sun Microsystems, Inc. is a permanent member). This process helps to ensure a standard of stability and cross-platform compatibility globally while growing the platform’s specification portfolio.
The Java Specification Request (JSR) is the actual description of proposed and final specifications for the Java platform. The Executive Committee votes on accepting proposals and final specifications. A Java Community member can submit a Specification Request and will choose a Spec Lead to be in charge of all aspects of the proposal. The Spec lead will form an Expert Group from interested members of the Java Community by both invitation and request for inclusion. The process of using the Expert Group means that the final proposal has been produced by active industry members working to produce a well thought out, widely accepted, useful specification.
